Ipswich resident fined for breaching Noise Abatement Notice

An Ipswich woman has been ordered to pay £1,320 for breaching a Noise Abatement Notice issued by Ipswich Borough Council.

At a hearing in Ipswich Magistrates Court last month, Charlotte Dickson was found guilty of the offence and she was given a fine of £600. Full investigation and legal costs of £600 and a surcharge of £120 were awarded against Ms Dickson.

The Magistrates noted that the defendant had not attended at Court on two earlier occasions and agreed to the Council’s application to prove the matter in her absence.

The Lindbergh Road resident was found to have caused a statutory noise nuisance to neighbours by playing amplified music, and so had been served a Noise Abatement Notice by Ipswich Borough Council’s environmental health team on 14 March last year. The breach of this was witnessed on 4 September 2023.

Breaching a Noise Abatement Notice by failing to comply with any requirement or prohibition imposed by the notice is a criminal offence under Section 80 (4) of the Environmental Protection Act 1990.

Councillor John Cook, Ipswich Borough Council Portfolio Holder for Communities and Sport, says:

 “Ms Dickson continually ignored our warnings and mediation, and continued to cause a noise nuisance in a residential area. She had no thoughts or consideration for neighbours affected by these persistent disturbances. The noise issue was not resolved, she failed to comply with the Noise Abatement Notice, and left the Council little choice but to take legal action.

 “This should act as a warning to anyone else who is in the minority of residents who cause nuisance and make life miserable for their neighbours. We will not tolerate any kind of anti-social behaviour in Ipswich, and we will pursue enforcement action when we can.”
